                                                      MINUTES

Adopted Minutes of October 1 Meeting
President’s Yearend Review highlighted that - on the part of the City: Katimavik Hazeldean OCDSB students continue to have access to EOM; City refurbished the Hazeldean Branch Library and is in process of transforming the Beaverbrook Branch into the expanded West District Library Branch; the City also  as part of flood mitigation completed the Peary Way Berm and provided for overland channelling of flood water from Belleview Drive onto Barrow Crescent and into Cattail Creek at the Eagleson Rd. & Katimavik Rd intersection; Lobbying by-law excludes Community Associations from its provisions, amended by-law provides for full enclosure of new and rebuilt swimming pools and digital signage to be limited such that distraction of drivers’ attention is minimized; Highway 417 expansion ramps construction at Terry Fox overpass are being synchronized with building the Transitway extension towards Scotiabank Place; with the encouragement of Councillor Hubley Office the asphalt debris removed from Sewell Park;  and allowing for the health services already provided by Ottawa Public Health, OPH would cooperate in support of efforts to have a Community Health Care Centre in Kanata.
- Within the association: officer of KHCA are directors of the association; the website has been transformed; minutes are been recorded for each general meeting; the Christmas Holiday Season Home Lights Contest was revived with Home Depot Gift Card prizes awarded to three winners (24 Young Road, 26 Inuvik crescent, 14 Sewell Way) Shell Service Station 100 Eagleson Road Car Wash passes awarded to three special mention winners (138-140 Barrow Crescent, 15 Young`s Pond Court, 53 Drainie Drive) and also the best block designation was awarded to the block of Vanstone Drive from Pineview Rd. to Kakulu Rd.; attracted a few new families to the Spring cleanup focused around Sewell Park and to the Fall cleanup centred from Stonegate Park; and learned that when unmaintained hedges overhang City property 311 needs to  be informed.
- On-going KHCA attention:    reaching out to isolated seniors;    finding space for fenced dog runs; making a young persons’ gathering place near the Kanata Skateboard Park;    having a sidewalk built from the Shearer Park ball diamond bus stop on Kakuku Rd onto Drainie Drive;   expand KHCA community partnerships;     and  combating the Buckthorn invasion in Young’s Pond Park.
- Information needed on:    results of Eagleson Pedestrian Safety Survey;    May 3rd traffic count at Tamblyn & McCurdy/Castlefrank intersection;    further flood mitigation projects in Vanstone & Belleview area;    having developers pay the extra costs of intensification;   practicality of a pathway from Kakulu Rd. opposite Barrow Crescent West around Millwood homes to Pickford Park;   and date and time of public meeting on Young’s Pond Park upgrading.
- Regular Update:   Christmas Holiday Season Home Lights Contest judging tour will be in the evening of December 22; City’s Winter family fun Day expected to be the second weekend in February;     should KHCA move to another day of the week or expand Spring and Fall Park cleanup days;    should KHCA organize   a. community Garage Sale?      b. community Summer Picnic?        c. Halloween home decorating contest?  
Treasurer reports a bank balance of $3,397.50
The association updated its constitution to bring it into synch with the new Provincial law on not-for-profit organizations.     Among the changes are defining the privacy protection for email addresses, authorizing general meetings to define the duties of additional directors as they deem appropriate and increasing the annual family membership fee to $10 beginning in November, 2013.     Following up on meeting discussion, KHCA also will assess the practicalities of electronic voting by members unable to attend meetings
KHCA Treasurer Cheryl McDonald retired after 15 years of service to her community association.      President Rod MacLean and Vice-President Marc Labreche were re-elected, Kul Kapoor was elected to serve as Treasurer and Susanne Talbot volunteered to be Summer Community Picnic coordinator
The discussion of transit concerns focused on the need to organize OC Transpo express service to serve Katimavik Hazeldean residents near Kakulu Road and to provide express bus service through Terry Fox Transitway Station.
Up-grading 23 Bachman Terrace was proposed by Ninava Homes in an effort to improve the neighbourhood and presented with a view to obtaining community support.     The weighting of benefits and difficulties surrounding the needed zoning change centred on anticipated building height, number of units, and traffic volumes.      In the end concern became deciding how much the proposal would contribute to enhancing the neighbourhood.
