Flexibility within Current Zoning Principles

The purpose of the Agenda item on making changes to our homes is to draw attention to the possibilities and limitations within the City Zoning By-law and the Official Plan as applied to Katimavik-Hazeldean in particular. How flexible are these requirements and how are they enforced? I know that I do not understand just what can happen within good planning principles.

Could a “granny” suite become in effect a semi-detached bungalow addition on a property provided it was inconspicuous? Is there a real difference between accommodating independent living arrangements among family members and the idea of a group home on a property?

We are getting young new families moving into our community. Their needs and views and expectations may be quite different from long time residents. Certainly the reasonable wish of personnel assigned to DND HQ to reduce their commuting time will increase the rate of change in the make-up of our community.
